An individual who laced sweets with tranquilliser and gave them to minors at a summer program in the area has confessed to sexual offences against two boys aged between nine and ten.
The accused was detained after eight children and a grown-up became sick at the facility in the summer month.
The senior citizen, from the Nottinghamshire area, confessed to a series of 17 offences when he stood at the courthouse on Friday.
However, he disputed one particular crime he was facing, which was involving a nine-year-old boy.
The defendant was held in detention prior to a further hearing on November 28th.
'Treat game'
The legal representative, handling the case, described the defendant's actions to the legal proceedings.
She said his those affected were disadvantaged youngsters who were participating in a summer program which he operated.
The defendant engaged in a "sweet game" with the youngsters, the prosecutor explained, in which he would go into the sleeping quarters when they were settling down and ask them to eat sweets "as quickly as they can".
She stated to the judge the man had engaged in this activity with the children "repeatedly", and minors had earlier experienced illness the next day.
She explained the defendant had been capable of justifying this over a long period as the youngsters being "overexcited from fun", until his stepson had worries in recently.
The prosecutor added: "This year his stepchild had worries about the situation, with valid cause.
"They decided to examine in the defendant's belongings."
The legal counsel stated materials including infant oil, Vaseline and injection devices were found, and his family member notified the law enforcement about his suspicions.
She explained the man proceeded to conduct the "candy game" with six children that time - Saturday 26 July - and they were all sick the next day.
"Law enforcement" had not responded by that stage," she stated further.
The oversight body, the Independent Office for Police Conduct, earlier informed that it was reviewing the police response of the incident.
The prosecutor stated the minors were having difficulty walking due to their sickness, so Ruben's stepson notified the police again.
She stated Ruben then engaged in the "treat game" in a space of five youngsters.
